SUBMISSION TO THE POLICY & FINANCE COMMITEE
REGARDING THE PROPOSED
DEVELOPMENT CHARGES BY-LAW

The Toronto Industry Network has been consulted by Finance staff regarding this matter and has reviewed the staff report submitted to this Committee. The Network agrees with the following recommendations of the Report:

• All industrial, office and hotel development be exempt from development charges in an effort to stimulate investment in these types of development (Table 3, Option 4),
• In order to discourage the loss of industrial lands to non-industrial uses, credits for the conversion of industrial lands to non-industrial uses be eliminated and that full development charges be applied to non-industrial projects (Section 3.3).

The provisions of this Report, as they relate to manufacturing and allied industrial uses, are very important to our membership and we request that the Committee move their adoption.
